Imo Digital Commissioner, Dr Chimezie Amadi Tasks Permanent Secretaries on Technology Innovation Knowledge for Effective Service Delivery

The Imo State Commissioner for Digital Technology and Electronic Governance, Dr. Chimezie Amadi, has urged Permanent Secretaries and senior civil servants in the state to fully embrace digital innovation to enhance efficiency,

productivity and prompt service delivery
as Technology Innovation Knowledge remained the prompt effective service delivery tools in the digital world such as ChartGPT, Metal and other Artificial intelligence model help reduce stress and enhance productivity.

Dr. Amadi gave the charge at a two-day training workshop organised by the Office of the Head of Service for Permanent Secretaries and other top civil servants. The workshop, themed “Public Service Excellence: Leveraging Technology and Innovation”, is holding at Rockview Hotel, Owerri, from 18 to 19 November 2025.

In his presentation, the Commissioner stressed the need for civil servants to adopt modern digital tools—particularly Artificial Intelligence—to improve the management of government institutions. He noted that the Ministry of Digital Technology and Electronic Governance is committed to positioning Imo as a leading hub for digital innovation and e-governance.

He commended Governor, Senator Hope Uzodimma, for providing the enabling environment, describing Imo as “first among equals” in digital technology reforms and economic policy innovation.

Speaking to newsmen, Dr. Amadi said the workshop would equip top civil servants with the necessary skills to deliver optimal services and drive the state’s technology-based reforms.

“This workshop is a refresher for Permanent Secretaries to align their work with the technological innovations already taking place in the state,” he said.
According to him, the digital systems introduced by the state government have significantly reduced corruption by blocking leakages, especially in revenue collection and management.

He listed several ongoing digital reforms, including the fully digitised Land Administration Centre, the educational management system, seamless WAEC registration processes, and the MyImo App, which serves as a comprehensive data and information platform that brings government closer to the people.

Dr. Amadi urged participants to take the training seriously, noting that digital capacity building is essential to strengthening ministries, departments and agencies.

In his keynote remarks, retired Permanent Secretary Chief Barr. Augustine Otuokere, commended the Head of Service, Dr. Mrs. Chikaodiri Emenalo, for organising the workshop and described her leadership as exemplary. He reminded Permanent Secretaries that they are “the mirror of government” and must uphold integrity and professionalism, as their performance largely determines the success or failure of government policies.

Also speaking, the Imo State Chairman of the Nigeria Labour Congress (NLC), Comrade Uche Chigaemezu Nwaigwe, expressed confidence in the Head of Service and applauded her for building the capacity of top civil servants.
He also thanked Governor Uzodimma for increasing the salaries of state workers above the federal minimum wage—raising the minimum wage to ₦104,000, which he described as the first of its kind in the state.

“As we speak, the government has already commenced payment, and we are working to ensure every cadre of the civil service benefits fully,” Nwaigwe said. He urged Permanent Secretaries to take the training seriously and transfer the knowledge gained to junior staff in their ministries.

The workshop was attended by many Permanent Secretaries, including the Chairperson of Imo NAWOJ, Dr. Mrs. Dorathy Nnaji, of the Ministry of Housing; Hon. Alexander Amobi Onwumere, of the Ministry of Agriculture; and several others.
